Bali Provincial Council Passes New Regulation on Online Tourism Transport: Drivers Must Hold Bali ID and DK License Plates

The Bali Provincial Legislative Council (DPRD) has officially enacted a new Regional Regulation (Perda) concerning Angkutan Sewa Khusus Pariwisata (ASKP), or Special Tourism Rental Transport, which governs app-based tourism transportation services across the Island of the Gods.

Under the newly approved regulation, all drivers are required to possess a Bali-issued ID card (KTP Bali) and operate vehicles bearing DK license plates. Service providers must be legally registered entities, offer insurance coverage for both drivers and passengers, and ensure that drivers are knowledgeable about Balinese culture and local customs.

The ASKP Regulation Coordinator, I Nyoman Suyasa, emphasized that this regulation does not apply to regular online motorcycle taxis or ride-hailing services.

“This is specifically for Bali’s tourism transport sector — a distinct entity,” he stated on Wednesday (October 29, 2025).

The Bali Provincial Government plans to introduce an official app or collaborate with local cooperatives to manage the system. Vehicles meeting the stipulated requirements will be granted the official label “Kreta Bali Smita” as a certification mark.

This regulation aims to promote order, consumer protection, and service professionalism, while strengthening the role of local businesses within the tourism industry.

According to the provisions, drivers must have at least two years of driving experience, maintain good manners and ethics, and be in good health. Eligible vehicles must bear DK plates, possess operational permits, and be no older than 15 years.

Through this new regulation, Bali reaffirms its commitment to establishing a safe, orderly, and sustainable tourism transport ecosystem, without disrupting existing online transportation services.
