Face Recognition to Become Mandatory for SIM Card Registration in Indonesia

The Ministry of Communication and Digital Affairs (Komdigi) is preparing a new regulation that will significantly change the mechanism for mobile subscriber registration in Indonesia. If previously users only needed a National Identity Number (NIK) and Family Card Number (KK), the new system will require biometric facial recognition as the primary requirement for SIM card registration.

The policy is outlined in the Draft Ministerial Regulation on the Registration of Telecommunications Service Subscribers Through Mobile Networks (RPM Registrasi Pelanggan), which aims to improve the accuracy of subscriber data and reinforce national digital security.

According to detikInet, Monday (24/11/2025), Komdigi noted that the current registration system using NIK and KK remains highly vulnerable to misuse, requiring regulatory improvements.
“Enhancements are being implemented to ensure that the validity of telecommunications subscriber data remains secure, effective, and efficient,” Komdigi stated in an official release.

The face recognition requirement will only apply to new mobile subscribers. Existing customers will not be required to re-register using biometric authentication.

Key points in the RPM Registrasi Pelanggan include:

  • Registration of adult Indonesian citizens must use MSISDN, NIK, and face recognition.

  • Registration of minors under 17 must involve the head of household using the MSISDN, minor’s NIK, and the head of household’s NIK and biometric data.

  • Registration of eSIM users also follows the same procedure using MSISDN, NIK, and face recognition.

The regulation is expected to be fully implemented to build a more secure, accurate, and trustworthy digital ecosystem in Indonesia.
